An example of the Islamic State’s ‘branding’ behavior is the ‘Islamic State Military Academy’, established in January 2014. The Academy’s principal aim was to produce a new generation of leaders for IS, to replace those killed in its sweep across northern and central Iraq, and to inspire new recruits. The Academy was also designed to provide a link between IS’ past efforts, and its aspirations as it envisioned the organization’s future. The Academy operates under the insignia of the former Syrian army, and provides military training and indoctrination that is similar to those that used to prepare Syrian army recruits, as well as standard training for recruits from other countries in the region. ‘Academy’ instructors are exclusively Syrian Arabs, and they and their families also attend ‘Academy’ classes to share the knowledge and learn the doctrines of the Islamic State. Graduates of the Academy hold key positions in IS’ military councils (responsible for strategic planning) and are also chosen as local governors (responsible for administering justice). The Islamic State’s ‘branding’ initiatives include the creation of a pop culture that blends both religious and modern means of expression, such as radio stations that broadcast in languages other than Arabic and Islamic State social media accounts that produce ‘branded’ imagery and content. The Academy and these initiatives help to draw a distinction between IS and past jihadist movements that relied on local tribal and social identity to recruit to their cause and, thus, were not well-known internationally.

The Islamic State has appointed ISW to monitor the public dialogue in favor or against the group and identify online supporters of the Islamic State. This effort has also involved paid support from at least one U.S. company that specializes in monitoring and countering online influence campaigns by adversaries. The Islamic State’s social media team has been highly active since early 2014, when the group began its major surge across Iraq. At least one ISIS official acknowledged the online team’s efforts on November 17, 2015, following an interview on Arabic-language Al Hayat TV (see ‘Example: Recorded ISIS Interview’).
