stargazer is a program created by the guys at vulture tv to take a look at the potential effects of new technology on society, and their idea was to put the same technology inside a robot that they could send out to do its own little 9-to-5. (or it could also be used as a sex robot).
the docudrama stingray tells the story of the inventions of robert moog, the founder of moog synthesizers. the docudrama is part of the vulture tv weekly series , in which everyday people act out the most everyday news stories.
in the docudrama, he is approached by a tv producer named leonard moxon, who wants to contact him about creating a robot that looks and acts like a child to be used as an actor in commercials, with the goal of getting people to buy more products. moxon’s idea is called the « stingray, » as it looks like a child of about 3 years of age, with facial features and mannerisms derived from that of adults of that age. moog is skeptical at first, since he doesn’t believe there are enough people of that age out there to make the economy move. but with moxon’s persistence, and the fact that the stingray is already rigged to act like one, moog agrees to take the project on, with the warning that he will not get much government funding for it.
the stingray has various toys in it that act like a child’s playthings, so as to create the « wrong » impression that moog is trying to make on society. initially, moog discovers that the stingray is only capable of performing the simplest tasks, such as waving its hand up and down, and moving its head back and forth, and that it only has basic understanding of objects and their motions in the environment. he still gets moxon the funding, even though he believes that the projects he will give them would be complete failures. however, once the funding is given, he feels that he would not be able to give his all into the project if he knew it would be a complete failure, so he agrees to do it.
The NDA language is so vague as to what does and does not count as talking about a stingray, that it is hard to imagine that it would apply to an academic paper. However, the magistrate judge in Brooklyn did order the release of the NDA itself, including other records containing details about the FBI’s stingray program. To date, the New York Civil Liberties Union has not responded to our request for an interview.
Stingray applications. Like the privacy impact assessments used in the document, the use of the word “application” communicated a sense of process and order. This was the first time I heard ofthe process of obtaining approval from the FBI. With the exception of the NDA, I never heard about it. It was a tactic to keep it from the public eye.
From the data to date, there is very little information on who makes the applications. The only documents that I located were those of the Harris Corporation. One of the documents showed Harris’s contacts with the FBI, and stated that they were the only applicant approved for the FBI’s request for the use of stingray technology.
The FBI’s technology transfer office developed applications that are used for the government’s stingray use. While I had found previously mentioned applications, the data is limited to reports from the FBI’s documents released to the ACLU. The release from April 2015 shows a total of at least 20 applications, and I think it most likely that there are more applications.
No one knows how many technology transfer offices might exist within the FBI, and no one knows how many applications might exist for each of those technology transfer offices. I found no FOIA requests to uncover the names or locations of technology transfer offices other than the one used to develop applications for stingray devices.
