The House narrowly rejected a proposal to transfer $360 million from an outside funding account to the Pentagon’s headquarters account in order to free up money for the project.

Democrats opposed the language, arguing that it would allow the defense spending bill to include politically motivated earmarks.

The House has passed a number of defense spending bills this year that contain earmarks. The omnibus spending bill would need to be signed by President Trump and be approved by the Senate to become law.

Thornberry said Thursday’s bill is fully funded and « can be considered a done deal, » but Congress will need to debate whether or not to give the Pentagon the $360 million it needs to build its headquarters.

The military spending bill authorizes nearly $650 billion in the overall discretionary budget for the Department of Defense and other federal agencies.

The bill includes funding for the Department of Homeland Security and State Department. It would also increase spending for the military by $30 billion more
